1. That this Ard Fheis recognise the work undertaken in the last 12 months by the outgoing National Executive in often difficult circumstances and all members undertake to redouble their efforts to ensure that the incoming executive is afforded appropriate resources and support to continue with their designates tasks in the coming year. 2. We thank the outgoing National Executive for their work over the last year, developing the 32CSM and our republican base. Britain 32CSM
3. That the National Executive and all cumainn keep up the great work in exposing the illegal occupation of our country. Galway 32CSM
4. That the incoming National Executive explores the possibility of appointing a recruitment officer for each province and using their talents to develop cumainn in areas which the movement are currently not established. Galway 32CSM
5. To have a National Recruitment Drive across the 32 Counties. Fermanagh 32CSM
6. To ensure more proactive recruitment attempts
are made for the next year. Sligo 32CSM
7. That all members and applicants be properly vetted and that the person/persons responsible for their introduction be held to account should anything prevail that may bring the name of the 32 CSM into disrepute. Tyrone 32CSM
8. That a Recruitment Video be made to be shown at Information days/Lectures organized by the 32CSM. North Kerry 32CSM
9. That all new members be given an Information Pack at a cost of €5 containing 32CSM Policy Documents, Discussion Papers, 32CSM Constitution, UN Submission and the Declaration Of Independence1919. Dublin 32CSM
10. To look into the possibility of the creation of an introductory package/leaflet
that can be easily communicated to new/prospective members. Sligo 32CSM
11. Only the National Executive has the authority to constitute and announce the formation of new cumainn. This authority must also extend to any affiliate groupings using the 32CSM as a prefix. Meath 32CSM
12. The Liam Lynch/Patsy Duffy Cumann Derry City proposes that recruitment procedures are strengthened with a recruitment officer appointed in each Cumann and that the incoming executive issues guidelines on this issue. Derry 32CSM
13. That this AGM considers the formation of a youth movement with guidelines and policies drawn up. Cork 32CSM
14. That the incoming National Executive and cumainn keep up the great work already started with the formation of republican youth wings. Galway 32CSM
15. That the incoming National Executive establishes a 32CSM Youth Movement throughout the 32 Counties. Fermanagh 32CSM
16. That a body be set up within or alongside the incoming national executive to visit existing cumann and ensure that they are fully aware of our constitution and the correct procedures relating to publicity, fundraising and recruitment, that this body also act as a disciplinary body where necessary. Sth Down 32CSM
17. All Cumainn must appoint a secretary and each secretary must forward contact details, both email and phone, to the National Secretary. It is the duty of the National Secretary to convey to all cumainn any correspondence from the National Executive which in turn is conveyed to the broader membership via the Cumann Secretary. Meath 32CSM
18. That there is a higher level of accountability from all areas. At National Executive meetings area reports to be given on local activities and explanations to be given for the lack of activities. Cork 32CSM
19. At least one member of the National Executive should visit each cumann at least once a month for progress reports. Tyrone 32CSM
20. The incoming National Executive form a countrywide committee for the upkeep of Republican Monuments so other established groups cannot take the credit for the work of 32CSM members. North Kerry 32CSM
21. That there is an increased effort by all areas to attend commemorations in their own province. Cork 32CSM
22. That the incoming National Executive establishes a Marching Band to accompany the National Colour Party at commemorations and marches. Cork 32CSM
Policy
23. That this Ard Fheis send out a clear message to British landlords and their agents, who have inherited through the theft and plundering of their forefathers the best of property, land and fishing rights from the Irish people, they are not welcome in Ireland and call for a return of such stolen property to be given back to the Irish people. Galway 32CSM
24. That the 32CSM assist in setting up community based groups, and working with and helping community existing groups to tackle the Anti-Social Problems we have in our society. Fermanagh 32CSM
25. Campaign against drugs in every county with an active 32CSM cumann. North Kerry 32CSM
26. Make the towns of North Kerry safe again with the help and support of the local residents. North Kerry 32CSM
27. That this movement do more to help communities beleaguered by drug dealing, street drinking and other forms of anti social behaviour and that our members become active in existing community groups or instigate new groups where current ones co-operate with the RUC/PSNI. South Down 32CSM
28. The Liam Lynch/Patsy Duffy Cumann Derry City proposes that all members of the 32csm get involved in social issues, particularly those in defence of the working class and the underprivileged. Derry 32CSM
29. To promote the ideals and objectives of the 32csm throughout the 32 counties. Fermanagh 32CSM
30. This Ard Fheis recognizes the necessity of Óglaigh nahÉireann and salutes them for their determination and refusal to decommission or disband and the protection of republicans from anti social behavior and our enemies. Italy 32CSM
31. That this AGM supports the use of armed struggle as a tactic to be used, when necessary, by the Irish resistance movement against British occupation forces and that this AGM hold that armed struggle against illegal occupation is both legitimate and moral. South Down 32CSM
32. To break contact from the IRFU - Irish Republican Forum for Unity as it is nothing more than a talking shop. As we believe it is to poach and usurp the 32csm membership into the thinking of other groups that do not support armed struggle at this time. Fermanagh 32CSM
33. This Ard Fheis declares that only socialism can be the only way forward in liberating the Irish working class from both native and foreign oppressors and recognizes the struggle of our fellow comrades throughout the world. Italy 32CSM
34. That the 32CSM recognizes the plight of the Irish working class in their war against the capitalist society who expect the working class to shoulder the yoke created by the capitalists in this current economic crisis. Italy 32CSM
35. That this agm recognises the growing physical and political danger posed to all republicans and progressives by the emergence of far right hate groups in Irish society both north and south of the border and affirms a stance of political solidarity towards those progressive elements who physically oppose them. Sth Armagh 32CSM
36. To unanimously oppose Free State government policies such as NAMA and cutting social welfare which only seek to bear more hardship on the working class while the wealthy still flourish. Sligo 32CSM
37. That the incoming National Executive initiate a strategy to challenge the illegal status of our organization and also of the IRPWA in the US. That the incoming National Executive correspond immediately with President Obama on this issue. Meath 32CSM
38. To formulate a new or revised policy document to clearly state
the direction of the 32CSM and how to tackle the obstacles of
Policing & Justice, Stormont etc first hand. Sligo 32CSM
39. That this AGM recognises the value to republicans of the alternative political structures envisaged in the republican Eire Nua document and commits itself to actively considering the policy as a means of furthering the struggle for national sovereignty and national democracy outside of the confines of an imposed British constitution for Ireland’s future. Sth Armagh 32CSM
40. That the incoming National Executive initiates the Community Council proposal which was submitted to the Irish Republican Forum for Unity. That a suitable area be chosen so that a Pilot scheme can be established with a view to creating other Community Councils in like areas. Dublin 32CSM
41. That this AGM reaffirm that all policing in the occupied six counties is British in origin and political in nature regardless of whether it is being administered from a British parliament in Westminster or a British assembly in Stormont. South Down 32CSM
42. That the 32csm help other parties i.e. Eirigi and Independent Republicans to electioneer in the 6 occupied counties, should they wish to stand in elections. Fermanagh 32CSM
43. That this Ard Fheis instruct the National Executive to set up a working committee to produce policies/information on issues affecting republicans and the working class people of Ireland. Italy 32CSM
44. That the incoming National Executive, in consultation with local areas, devises an activity programme for each area for the coming year. Meath 32CSM
45. That the incoming National Executive develops an engagement process with unionists. In parallel with this endeavour the National Executive encourage members of the IRFU to submit their proposals as to how such an engagement can be created. Dublin 32CSM
46. All cumainn members to ensure that 32CSM business at local and national level is not discussed with people outside our movement. While we would encourage working with other groups this should be done at organisational level by members appointed to do so. 32CSM business should not be treated as gossip. Belfast 32CSM
47. Information days/ lectures in every county capital in the 26 on matters of Northern Policing and harrassment of Republicans. The lack of knowledge on these matters by the general public is a huge problem in the 26 counties. North Kerry 32CSM
48. This Ard Fheis affirms the anti-colonial necessity of the growing Gaelic revival and also affirms that the language movement can only be successful within a socialist Ireland, not in an exclusive or nationalist context but as part of a multi-cultural society. Italy 32CSM
49. That this Ard Fhies undertakes to further the education of our native language within each cumann by either lessons within the cumann or online lessons where international members can also partake in learning our National Language. Italy 32CSM
50. The Liam Lynch/Patsy Duffy Cumann Derry City proposes that all members and new recruits of the 32csm read and study the IRELAND UNFREE document. And that it should become a basis for discussion 0f subsequent Cumann meetings around the country. Derry 32CSM
Finance
51. That the National Executive explore the possibility of setting up an internet shop with all profits going directly into the movement, wherever the profits are needed. Galway 32CSM
52. That this Ard Fheis instruct the Incoming National Executive to setup an official 32CSM online shop with POW crafts, clothing, publications and other to help raise funds and that these items also be available directly from each cumann. Italy 32CSM
53. That International Fundraising should be looked into and developed further with the use of POW crafts, publications, material and clothing available both online and from each individual cumann. Italy 32CSM
54. That the incoming National Executive work closely with the IRPWA to ensure a steady supply of Prison Crafts for sale and or raffle as this is a vital area of fundraising, both nationally and internationally. Italy 32CSM
55. That the incoming National Executive establish an Annual Cumann Levy of €/£200 to be payable at registration at each AGM. Dublin 32CSM
56. That all areas be set a fundraising tariff for both the 32 County Sovereignty Movement and the IRPWA and that this tariff take into account the size and capabilities of each cumann/area. South Down 32CSM
57. To set up a section on the 32CSM website to sell crafts etc on a regular basis
to a national and international level. Sligo 32CSM
International
58. That the incoming National Executive establishes solidarity links with the Scottish Republican Socialist Movement. Fermanagh 32CSM
59. That this Ard Fheis instruct the National Executive to strengthen, and forge if not already in place, international friendships, so as to take our struggle to an international level. Italy 32CSM
60. More protests against foreign military (mainly American soldiers) using Shannon airport as a stop-over, and British navy ships in Irish waters. North Kerry 32CSM
61. That this Ard Fheis instruct the National Executive to setup an international multilingual section in the website to explain our reasoning and objectives history etc. so as to further motion number 59. Italy 32CSM
62. This Ard Fheis condemns the continued occupations of Afghanistan and Iraq by United States imperialism and its allies including the British government. Italy 32CSM
63. Call upon our members whenever possible to support the Hands off Venezuela and Cuban Revolution solidarity activities. Italy 32CSM
Publicity/Sovereign Nation
64. The Liam Lynch/Patsy Duffy Cumann Derry City proposes that this Movements relationship with the media be discussed by the incoming executive and that instruction be given to all Cumann’s after the outcome of any such discussion. Derry 32CSM
65. That it is now imperative that all areas give a copy of statements to the PRO for proofreading before release. Cork 32CSM
66. All statements by local cumanns should be passed by the National Executive before being released for publication. Tyrone 32CSM
67. Make our presence known in areas which have established cumanns through publicity ie Local radio, newspapers, go door to door giving contact details etc. North Kerry 32CSM
68. To increase press releases on all issues locally and nationally,
and to highlight these to local, national and international media sources. Sligo 32CSM
69. That the publicity department works with the editorial board to ensure a more regular publication of The Sovereign Nation. Italy 32CSM
70. That more prominence be given to the Irish language on the 32CSM websites, the Sovereign Nation and all political leaflets and posters. Dublin 32CSM
71. That the Sovereign Nation be made available exclusively online due to continued difficulties with distribution and profitability, and that it be produced regularly with topical articles. Dublin 32CSM
72. We call on the incoming National Executive to ensure The Sovereign Nation is brought out at least bi-monthly. This is a vital resource for our movement to get our message out on our own terms. Belfast 32CSM
73. All Cumainn across the country to focus on contributing articles regularly to the Sovereign Nation. Belfast 32CSM
74. We demand that the movement’s paper, The Sovereign Nation, be put into print as soon as possible; this has been a significant loss to the movement in Britain and no doubt in Ireland. The movement in Britain has grown significantly over the last year. The loss of the Sovereign Nation is a loss of our international voice, a voice which should not be silent. Britain 32CSM
75. To direct that there be regular release of local Beir Buas on a bi-monthly basis

76. That our Publicity Department considers the viability of setting up an internet radio channel to further the republican and progressive agenda. Sth Armagh 32CSM
Republican Prisoners
77. We salute the Irish Republican POW's and their families for their courage and dedication. Britain 32CSM
78. That this Ard Fheis send solidarity greetings to republican POW’s being
held at home and abroad. Galway 32CSM
79. This Ard Fheis sends solidarity greetings to all Republican Prisoners of War in Maghaberry and Portlaoise gaols and to all other Republican POWs held abroad. Italy 32CSM
80. That a greater awareness be made of Michael Campbell’s plight in Lithuania and that the protests held to highlight his plight be extended to other areas. North Kerry 32CSM
81. To increased and diversify attempts to highlight the plight of POWs,
especially in miscarriages of justice such as Michael Campbell. Sligo 32CSM
82. To highlight the prisoners more effectively with more high profile protests in other cities and towns throughout the 32 counties and abroad. Fermanagh 32CSM
83. That the National Executive explores the possibility of each area having at least one fundraiser each year, with all monies going to the IRPWA. Galway 32CSM
84. To look into the possibility of a Xmas draw between all Cumainn with proceeds to POWs. Sligo 32CSM
85. This Ard Fheis condemns the actions of the Free State Government and the British Government by interning and abusing fellow Republicans the sole reason being their beliefs. Italy 32CSM
86. That all cumainn members be aware of the plight of republican POW’s and that they be remembered particularly at Christmas time by sending greetings in the form of cards etc. Portlaoise Prisoners.
Miscellaneous
87. We ask the Republican Movement to salute the members of the James Larkin Republican Flute Band, who refused to bend to the demands of the Provisional Movement to change their founding name and drop the term republican. They sought to maintain their republican values and aligned themselves to the 32CSM. Britain 32CSM
88. That the National Executive explores the possibility of each area restoring a local republican monument to their former glory. Galway 32CSM
89. That an Annual Testimonial Dinner be held to honour senior republicans in recognition of their long-term service to Irish Republicanism. Dublin 32CSM
90. Campaign against the N55 North/ N55 South signs. They should say the names of the counties, not reinforce a north/south divide. North Kerry 32CSM
91. That this AGM once again recognises the vital importance to this movement of the work of the National 1916 Commemoration Committee and commits itself to a full attendance of the Easter Sunday Commemoration in Dublin in the incoming year. Sth Armagh 32CSM
